ADB announces vacancy on its Compliance Review Panel

Candidates from non-regional member countries eligible to apply.

The Compliance Review Panel is part of the Asian Development Bank's (ADB) Accountability Mechanism. It is a citizen’s complaint panel where people affected by ADB projects can request an independent investigation into problems they face and policy violations committed by the ADB.

BIC would like to take this opportunity to inform IFI watchers of the recent vacancy at the ADB's 3-member Compliance Review Panel (CRP). The CRP is a part of the ADB Accountability Mechanism which was established in 2003 as a citizen’s complaint system where people affected by ADB projects can request an independent investigation into problems they face and policy violations committed by the ADB. Details about the CRP can be found on its website.

Compliance Review Panel Member

Compliance Review Panel (CRP)

Applications or nominations of candidates from Asian Development Bank's (ADB) non-regional member countries (member countries located outside the Asia and Pacific region) are invited to fill a part-time position on the ADB's Compliance Review Panel (CRP). The CRP is responsible for the compliance review phase of the ADB's Accountability Mechanism.

Reporting Arrangement:

The position reports directly to the Board of Directors, including post compliance review monitoring and its outcome, except on specific activities for which the CRP members report to the Board Compliance Review Committee (BCRC).

Role of the Compliance Review Panel:

The CRP investigates alleged violations by ADB of its operational policies and procedures in any ADB-assisted project that directly, materially, and adversely affect local people in the course of the formulation, processing, or implementation of the ADB-assisted project. Specific responsibilities include:

  • receiving and determining the eligibility of requests for compliance review;
  • engaging with all stakeholders, including Management and staff, requesters, executing agencies (EA)/governments of developing member countries (DMCs) or private project sponsors (PPS), and the Board member representing the country concerned, to obtain a thorough understanding of the issues during the compliance review;
  • coordinating the CRP's activities, to the extent appropriate, with those of the compliance review mechanism of any other cofinancing institution conducting a separate compliance review of the same project;
  • conducting thorough and objective reviews of policy compliance;
  • consulting with Management and staff, the requester, the EA/DMC government or the PPS, and the Board member representing the country concerned, on the CRP's preliminary findings and recommendations;
  • issuing draft reports to Management and requesters that include findings and recommendations on policy compliance;
  • issuing final reports to the Board of Directors with CRP's findings and recommendations;
  • monitoring implementation of decisions made by the Board of Directors;
  • issuing annual reports that provide advice based on lessons learned from past cases;
  • developing a roster of independent technical experts who can assist the CRP in carrying out its work; and
  • liaising with accountability mechanisms at other institutions.

Selection Criteria:
  • Exposure to developmental issues and living conditions in developing countries
  • Strong and broad educational background and practical experience in development, particularly in environmental, social, economic, legal, and/or private sector fields
  • Demonstrated knowledge of compliance review, including the ability to deal thoroughly and fairly with requests for investigation or redress. Experience in this field is an asset
  • Highly developed communication and diplomatic skills to work effectively within ADB (staff, Management and Board of Directors) and externally with ADB clients, member governments, other international organizations and comparable institutions, civil society, and nongovernmental organizations
  • Excellent command of written and spoken English
  • Ability and willingness to travel to developing countries, including rural areas
  • Ability to deal thoroughly and fairly with requests brought to the CRP
  • Integrity and independence from Management
  • Knowledge of, and experience with, the operations of ADB or comparable institutions, and/or private sector experience
  • International experience working in several countries

Terms and Conditions of Appointment:

The CRP is composed of three panel members: two panel members are from regional member countries (with at least one from a DMC), while the third panel member is from a nonregional member country.

This position is for a period of 5 years, on a part-time basis. Accordingly, the successful applicant will be required to work only when the workload of the CRP requires. Remuneration for this part-time employment will be on a per diem basis.

ADB Directors, Alternate Directors, Directors' Advisors, Management, staff, and consultants are not eligible to serve on the CRP until at least three years have elapsed from the time of their termination from ADB service. After serving on the CRP, former panel members cannot be considered for employment at ADB.
