World Bank Governance and Anticorruption Strategy

A timeline

  • The Bank prepared an initial outline of the anti-corruption framework for comment from the Board of Directors in early June 2006. The document remained confidential.
  • Bank management produced a more fleshed-out outline describing the issues that the strategy paper on corruption and governance would cover on July 20, 2006. This elaborated outline was originally distributed only to the Board for comment; there was no planned public consultation on the document. After pressure from civil society, the Bank agreed to release the outline to the public, but only for a very short comment period. Read the July 20 draft (BIC website)
  • The Bank released another new draft on August 17, 2006. The draft includes a brief summary of public comments on the strategy received to date. The draft was released for a short (and many would claim inadequate) comment period in August may comment on this new draft through August 28. Read the August 17 draft (BIC website) 
  • Management presented a final document to the Board on August 30, 2006 prior to presenting the strategy paper to the Development Committee at the Annual Meetings in Singapore.
  • What was apparently a final draft was presented to the Development Committee at the 2006 Annual Meetings in Singapore. Although the Committee approved the framework, several components of the strategy and implementation are still under discussion. Read the September 2006 draft (World Bank website).
  • The Bank approved a Work Plan, including a consultation process, on November 9. The consultation process will remain open for an unspecific amount of time. The actual paper has still not been approved.
  • The September 8, 2006 draft was open for comment through January 26, 2007. Management presented consolidated comments to the Board on January 30.
  • Management will prepare a progress report for presentation to the Board sometime in March.
  • Management will present an updated draft to the Development Committee at the 2007 Spring Meetings in April.
