The recent publication "Contested Waterscapes in the Mekong Region" features a chapter co-authored by BIC Asia Program Manager Jelson Garcia.
The book, published by the British organization Earthscan, analyzes the players and politics that have shaped recent hydropower projects in Southeast Asia. Garcia's chapter "Old and New Hydropower Players in the Mekong Region: Agendas and Strategies" lays out the major issues surrounding water in the region, a topic frequently covered only in technical terms without any inquiry into the ideas and interests that go into the projects.
