ADB reorganizes regional department country groupings

The changes implement recommendations made in the institution's "re-alignment paper", which was approved by the ADB Board on April 17.

The ADB has reorganized the countries grouped under some of its regional departments. The changes implement recommendations made in the institution's "re-alignment paper", which was approved by the ADB Board on April 17.

Key Changes

South Asia Department (SARD): Does not include Pakistan and Afghanistan anymore (these two countries shifted to new Central and West Asia Department).

Central and West Asia Department: This is a new department (previously East and Central Asia Dept). Now includes Pakistan and Afghanistan. PRC-Hong Kong, Republic of Korea re-assigned to East Asia Regional Department. Headed by new DG Juan Miranda (formerly Senior Advisor to Regional Sustainable Development Department on Innovation and Efficiency Initiative).

Southeast Asia Department (SERD): Mekong Dept and SE Asia Dept. merged into new (single) South East Asia Dept.

Pacific: Manages PNG directly from Manila. The rest de-centralized to other “liaison” offices.

New country groupings

Central & West Asia: Azerbaijan, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan, Pakistan, Afghanistan, Armenia.

Southeast Asia Department (SERD): Cambodia, Lao People's Democratic Republic, Thailand, Vietnam, Indonesia, Philippines, Malaysia, Myanmar.

  • Non-borrowing Regional Member: Singapore

Pacific: Cook Islands, Fiji Islands, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu, Vanuatu.

South Asia(SARD): Bangladesh, India, Nepal, Sri Lanka, Maldives, Bhutan.

East Asia (EARD): Peoples Republic of China, Mongolia.

  • Non-borrowing Regional Members: Hong Kong, China; Taipai, China; Republic of Korea.

Old Groupings

East and Central Asia: Armenia, Azerbaijan, People's Republic of China, Hong Kong, Kazakhstan, Republic of Korea, Kyrgyz Republic, Mongolia, Taipei, Tajikistan, Turkmenistan, Uzbekistan

Mekong: Cambodia, Lao People's Democratic Republic, Burma (Myanmar), Thailand, Vietnam
