The RCSP is the ADB's five-year strategy for the GMS. Burma is a member of the GMS and to that extent is included in the scope of the RCSP.
The ADB has published the draft Regional Cooperation and Strategy Program (RCSP) for the Greater Mekong Subregion (GMS). The RCSP is the ADB's five-year strategy for the GMS. Burma is a member of the GMS and to that extent included in the scope of the RCSP. The ADB claims that the RCSP will be developed through a series of consultations among the ADB, GMS governments, and civil society (NGOs). NGOs monitoring the ADB, however, have concerns about the process of the consultation. So far, the process has neither been transparant nor comprehensive.
