Rudolf Jan Treffers was elected as Executive Director for these countries in November 2008. Before joining the World Bank, he was the Director-General for the International Co-operation department of the Ministry of Foreign Affairs in the Netherlands. He has also served as the Dutch Ambassador to Kenya, Surinam and Guyana, Indonesia and Timor-Leste. Earlier in his career, Jan Treffers was an advisor for the Ministries of Finance and Foreign Affairs in the Netherlands. He achieved a Doctorate in Law from Erasmus University in Rotterdam in 1975.
