With the appointment of the Compliance Review Panelists, the ADB's new Accountability Mechanism officially came into effect in December 2003
In December 2003 the ADB appointed a chair and two members to its Compliance Review Panel as part of its new Accountability Mechanism. The new chair is Augustinus Rumansara, an Indonesian national, who is expected to assume office in February 2004. Mr. Rumansara's appointment is for a 5-year term, full-time for a minimum of one year. The other two members are Richard E. Bissell, a United States national, and Vitus A. Fernando, a Sri Lankan national. The appointment of Mr. Bissell and Mr. Fernando are for a 4-year term and a 3-year term, respectively, both part-time. Earlier in November 2003, the ADB appointed Mr. Nalin P. Samarasingha, a Sri Lankan national, as the Special Project Facilitator, who will be responsible for the initial phase (consultation phase) of the new Accountability Mechanism. For more information about Mr. Samarasingha, see
