Despite Kayapo protests over flawed consultation process, IBAMA has granted a preliminary license to move forward with the 11,000 MW - $20 billion Belo Monte hydroelectric dam. Brazilian government officials have threatened the Para Public Ministry not to bring lawsuits to block the dam.
