Independent Recourse Mechanism
Review Process: CLOSED Key Dates: On 30 June 2004, the Boards of Directors of the African Development Bank and the African Development Fund approved the establishment of the Independent Review Mechanism (IRM). This body comprises the Compliance Review and Mediation Unit as its focal point and an independent Roster of Experts.

This is due to an evaluation of ADB policy implementation which will be carried out by OED from January to June 2006. Although the official deadline has passed, the ADB continues to accept comments on the Discussion Note, which can be sent to . ADB is scheduled to begin face-to-face consultations including 5 country-level consultations and 5 sub-regional consultations in 4th Quarter of 2006.

Review of Implementation of Governance and Anticorruption Policies Review Process: DELAYED: This review has been delayed for both the third and fourth stages, "Preparation of Review Report" and "Preparation of Final Report to Board" respectively.
A Management Committee meeting was held in late 2005 to discuss the Review paper. Management requested the preparation of an action plan, with an initial planning horizon of 18 months, taking into consideration the concurrent development of the ADB's second Medium Term Strategy.
The action plan should be ready for Board consideration in mid-2006.
Key Dates: The release date of the final draft was pushed back due to the necessity of revisions following internal and external consultations.
The final draft report was available for public comment until February 1, 2006.

Urban Sector Strategy Review Review Process: Consultations with urban experts, city and central government officials, stakeholders, etc.
Key Dates: On July 28 and 29, 2005 ADB held a meeting at the ADB Headquarters that will provide inputs for the Review. For more information, see Managing Urban Growth in Asia: Expert Group Meeting on Urban Sector Strategy. The result of the review was scheduled to be available on the first quarter of 2006.

Energy PolicyReview Process: Face-to-face consultations were held during January 2005, followed by a 45 day on-line comment period which closed on March 31. A revised draft was available for public comment until April 19, 2006.

Public Information Policy Review Process:CLOSED: The EBRD made a draft PIP available on its website on March 1, 2006.
The public was invited to comment on the draft PIP until April 28, 2006, extended form the original deadline of April 14, 2006.
The EBRD did not organize any face-to-face consultations on the draft PIP. The final PIP was approved at the EBRD AGMs in May 2006.

European Investment Bank (EIB)
Public Information Policy Review Process: CLOSED: On March 28, 2006, the EIB approved its new Public Disclosure Policy.
The EIB launched its policy review on May 19, 2005, and a 45-day consultation period ended July 21, 2005.
A second draft of the Policy was published on October 18, 2005, and began a fifteen-day comment period. A scheduled consultation with stakeholders on October 28, 2005, at EIB's Brussels office was canceled.

Strategy and Policy on Indigenous Peoples Review Process: CLOSED:The 2 year-long consultation period started in April 2003 and ended August 15, 2005. Final drafts have been sent to the Board, as well as reports on the consultation processes.The IDB approved its new Operational Policy on Indigenous Peoples (OP-765) on February 22, 2006.
Key Documents The Operational Policy on Indigenous Peoples was approved on February 22, 2006. This new normative framework for the Bank will become effective on August 22, 2006.

Environmental Health and Safety Guidelines Review Process Public Comment period August 2006 - December 2006 The first set of IFC draft guidelines are now available for comment and the comment period has been extended to December 15, 2006. The IFC requests that all commentors read the introduction of the EHS guidelines (see below) before submitting comments.

Disclosure Policy FrameworkReview Process: CLOSED Disclosure Concept Note was released in August 2004. A face to face consultation period ran from September 2004-December 2004. The public comment period closed March 31, 2005. A draft of the Disclosure Policy was released for comments on September 22, 2005. The comment period on the new draft Disclosure Policy ended November 25, 2005, after which a final draft was sent to the Board for approval. The Board considered and approved the final draft in late January 2006.

The public comment period closed April 29, 2005. New drafts were released on September 22, 2005 and were available for comment until November 25, 2005. After the comment period on the new drafts ended in November, the final drafts were sent to the Board for consideration in late January 2006.

Review of Social, Environmental and Disclosure Policies
MIGA is proposing to adopt a new disclosure policy and new social and environmental policies and performance standards, that would be in line with those introduced by the International Finance Corporation (IFC) in April 2006. MIGA is proposing to adopt IFC’s new policies and standards with minor variations to take account of the differences in the business lines of the two institutions.

Review of World Bank Conditionality
Review Process: CLOSED Face to face consultations include two civil society meeting in London, December 2004, another in Paris, March 2005, one in Berlin Germany, April 2005, and one in Washington DC, during the invite-only Global Policy Forum, April 2005.
Key Dates: The Committee on Development Effectiveness (CODE) met on June 22, 2005 to discuss a series of guidance notes. An informal meeting of the full Board was held on July 21,2005 where they discussed a number of background papers. The full Board met in September, 2005 and approved a paper presented to the Board of Governors during the 2005 Annual Meetings.

Poverty Reduction Strategy Review Review Process: CLOSED Concept note on PRS Review was released in February 2005. On Thursday April 21, 2005, over 100 labor union, NGOs, parliamentarians, government officials, and donors from over 50 countries came together and provided a critical input into this year’s IMF/World Bank 2005 PRSP Review.( http://www.worldbank.org/prspreview) There was a PRS Review E-discussion on World Bank’s website from May 2-23, 2005.

Review Process World Bank is soliciting comments on its Forest Strategy implementation. All relevant stakeholders are invited to provide input to the World Bank Group’s implementation of the Forests Strategy. The comments should be submitted to .com before June 30, 2006.
