The Global Transparency Initiative (GTI) recently sent a letter recommending changes to the European Bank for Reconstruction and Development’s (EBRD) Public Information Policy (PIP), which will be reviewed publicly in the coming months.
On February 20, 2006, the Global Transparency Initiative (GTI) submitted a letter to the Executive Directors at the European Bank for Reconstruction and Development (EBRD) regarding the Bank’s draft Public Information Policy (PIP), which is not yet publicly available but was recently discussed by the Board Financial and Operations Policies Committee (FOPC). The letter outlined GTI recommendations to the EBRD for establishing a genuine presumption in favor of disclosure, in which information held by the EBRD is routinely and proactively disclosed to the public. Specific recommendations from the GTI focused on the disclosure of documents produced throughout the project cycle and those associated with the development of country strategies. These recommendations are based on the GTI’s draft IFI Transparency Charter, a series of provisions which sets out the standards and norms that should govern IFI disclosure policies and the principles that should guide their practices.
After reviewing the current PIP internally, the EBRD plans to disclose a new draft PIP for a 45-day public comment period, during which time it will hold a consultation with stakeholders. The EBRD intends to complete the review of the PIP by its May 2006 Annual Meetings in London.
