Work begins, in spite of lingering tensions
The World Bank’s anti-corruption strategy is trudging forward, in spite of continuing tensions over the content and tone of the framework. Although the paper has not yet been approved, the Bank’s Board of Executive Directors approved a Work Plan on November 9 that outlines next steps, including a consultation process. Consultation process
The consultation process opened on November 13, 2006, and will last for an unspecified amount of time. Regional/country offices will decide how to hold consultations. Feedback will be periodically posted on the Bank website and compiled in January 2007, ultimately feeding into a progress report being presented to the Board in March in preparation for the April Spring Meetings.

Work Plan
The Work Plan will be further refined at a December workshop involving governance specialists, regional and network representatives. Management will report back to the Board in January 2007 on progress made. Management will also report back in March, in preparation for the April Spring Meetings. Work Plan components:
- Consultations with key stakeholders through workshops, seminars and written comments
- Additional refinement of the strategy by the Bank’s regions and networks. An advisory group will be created, Bank staff will be invited to offer feedback, and governance units within the Bank will be strengthened.
- OPCS will develop guidelines to clarify changes in the Bank’s approach and practices
- Budget and staffing needs will be identified
- Independent Review of INT
