Mr. Familiar began his tenure in the World Bank Executive Directorate in November 2004. His first position at the World Bank was as a Consultant to Capital Markets in Financial Sector Operations and Policy from September to October 2004. Prior to working at the Bank Mr. Familiar held a number of positions at the National Banking and Securities Commission (Comision Nacional Bancaria y de Valores) in Mexico City: he was the Vice-Chairman of Securities and Derivatives Markets Supervision and a Member of the Board of Government from 1999-2004; from 1997-1999 he was the General Director of Market Surveillance; he was the Director of Issuers' Surveillance from 1996-1997; from 1995-1997 he was the Director of Banking Projects; and his first position was as the Deputy Director of Securities Market Projects held from 1993-1995. He started his career as a Consultant in the Operational Consulting Division at Arthur Anderson & Co. S.A., in Mexico City.
In addition to a strong career in the financial sector in Mexico City Mr. Familiar has a variety of international experience. At the International Organization of Securities Commissions from 1999-2004 he served on the Technical Committee and from 1993-1999 he was part of Working Party 1. In June 1996 he participated in the Financial Markets Committee for the Organization for Economic Cooperation and Development in Paris, France. In October 1995 he was a member of the Working Party on Capital Requirements for Banking Institutions for the Association of Latin American and Caribbean Banking Supervisors in Santiago, Chile.
Mr. Familiar was a participant in the World Bank's mission "Development of the Colombian Debt Market" discussing "Valuation of Financial Instruments" in Bogota, Colombia in November 2002. From 2001-2004 he was a member of the Board of Accounting Principles Commission for the Mexican Institute of Public Accountants (Instituto Mexicano de Contadores Publicos). He was a member of the Advisory Board of the Accounting and Strategic Finance program at the Instituto Tecnologico Autonomo de Mexico from 1999-2004. He was a lecturer from 1994-1996 in Advanced Finance at the Instituto Tecnologico Autonomo de Mexico.
The following are publications that Mr. Familiar wrote or was a contributor. In September 2003, "Gobierno Corporativo en Mexico: Evolucion, Avances y Retos" a paper published by the IDB. In February 2003 he was a collaborator on the book, El Gobierno Corporativo en Mexico which was published by the Mexican Institute of Financial Executives. In March 1998 he contributed to Derivatives, General Concepts in Veritas Magazine. His first publication was in May 1997, Internal Newsletter CNBV, volumes 4 and 5.
Mr. Familiar was born in Mexico City, Mexico. He holds a BSc in Public Accounting and M.Sc in Finance from the Instituto Tecnologico Autonomo de Mexico in Mexico City, Mexico.
