Mrs. Zou was appointed Executive Director for China on February 1, 2005. She has extensive experience working within the World Bank Group and the Ministry of Finance in Beijing, China. Prior to accepting the post as Executive Director she served as Deputy Director-General of the Information Department at the Ministry of Finance from June 2000-January 2005. Earlier in 2000, February-May, she held the post of Director of International Financial Institution Division I, International Department at the Ministry of Finance. Mrs. Zou's first experiences at the Executive Directorate were from 1999-200 when she severed as the Alternate Executive Director and from 1996-1999 as the Advisor to the Executive Director. She has held numerous positions at the Ministry of Finance in the World Bank Department: 1994-1996 Deputy Director of Program and Policy Division; 1993-1994 Acting Deputy Director of Transport, Energy, and Industry Division; 1992-1993 Program Office in Technical Assistance Division; and 1990-1991 Program Officer in the Program and Policy Division, a position she also held from 1988-1989. She spent one year, 1991-1992, as a Project Officer in the Division of Foreign Affairs at the Yindaruqin Irrigation Project Management Bureau in Gansu Province, China.
She was born in Jiangsu, China. She holds an M.A. in International Economic Relations from the Graduate School of Chinese Academy of Social Science (1988) and a B.A. in English Language and International Relations from the Institute of International Relations in Beijing (1985). In 1992 she received a Certificate in Development Economics from the London School of Economics.
