Zoellick names chief of staff

In his first high-level appointment since taking office, World Bank President, Robert Zoellick has named Caroline Anstey as his new Chief of Staff.

WASHINGTON, Sept 20 (Reuters) - World Bank President Robert Zoellick on Thursday named a highly regarded career staffer, Caroline Anstey, as his chief of staff, his first high-level appointment since taking the reins of the bank in July.

Anstey, a British national, is currently World Bank country director for the Caribbean.

Since joining the bank in 1995, she has been a speechwriter and close aide to former World Bank President James Wolfensohn, and chief bank spokesperson and director of media relations.

In the Caribbean unit, Anstey was successful in raising funds for Haiti's reconstruction as donors prepared to re-engage in 2004, after former president Jean-Bertrand Aristide fled into exile amid an armed revolt.

Recently, she was instrumental in an innovative disaster insurance scheme for Caribbean states, which gives governments immediate access to funds after hurricanes and earthquakes.

Announcing the appointment, Zoellick said: "Caroline brings a rich set of skills ... with experience of working in bank operations, communications, journalism, and parliament."
