Many of the AfDB's environmental and social policies seem to be quite strong and sound very good on paper. Unfortunately, as with the information disclosure policy, the Bank has problems ensuring that these policies are followed. At the AfDB, it is difficult to even find a copy of these policies and some staff seem to be unaware of the policy requirements that exist. Certain staff and Board members feel that the AfDB’s recent reorganization, which weakened the central unit responsible for environmental issues, has made environmental and social policy implementation worse. The AfDB also lacks the resources that the other public institutions such as the World Bank has, for example, to devote to environmental and social policy implementation and compliance.
