I hope this e-mail finds you all well!
In 2009 the World Bank will review its transparency standards. This policy review provides major opportunities for civil society organizations to challenge the continued secrecy of decision making at the Bank and to strengthen information access to Bank-financed projects and programs. The Bank is preparing an “Approach Paper” for a revised policy and will launch broad stakeholder consultations in March/April 2009. We expect the Bank to organize consultations in five countries in each region, including the Middle East & North Africa (MENA). We are not yet sure which countries will be chosen for the consultations. Some of you might be invited to these consultations.
We are now preparing our campaign to ask for more transparency, and we will share with you all the materials we will produce for the campaign in both English and Arabic. Here is a link to our first update on this issue.

This update provides background information on World Bank transparency, summarizes problems with the Bank’s current information policy, discusses the upcoming policy review, and outlines the GTI (Global Transparency Initiative) Transparency Charter and steps civil society groups can take to get involved.
Please feel free to share with us any ideas that might be useful for the campaign. If you have a story that shows how people were badly affected because of lack of access to information on a Bank's funded project, please share it with us.

سيقوم البنك الدولي بمراجعة سياسة الإفصاح الخاصة به خلال عام 2009. توفر المراجعة فرصة عظيمة لمنظمات المجتمع المدني لمناهضة السرية التي تحيط بإتخاذ القرارات في البنك ولدعم أساليب الوصول للمعلومات عن المشروعات والبرامج التي يمولها البنك. يقوم البنك حاليا بإعداد "ورقة مفاهيم" عن مراجعة سياسة الإفصاح، كما سيقوم بتنظيم جلسات مشاورات واسعة النطاق خلال شهري مارس وأبريل 2009. ونتوقع أن يقوم البنك بتنظيم جلسات مشاورات في خمس بلدان في منطقتنا. نحن لا نعلم بعد ما هي البلدان التي سيقع الإختيار عليها لإجراء المشاورات. وقد يقوم البنك بتوجيه الدعوة لبعض منكم لحضور هذه الجلسات.
نقوم الآن بالإعداد لحملة للمزيد من الشفافية وسنشارك معكم كل الأدوات التي سنعدها لهذه الحملة باللغتين الإنجليزية والعربية. هذا هو رابط لأول ورقة نقوم بنشرها على موقعنا عن هذا الموضوع.
هذه الورقة تستعرض خلفية سريعة عن الشفافية في البنك الدولي، وتلخص المشاكل الموجودة في سياسة الإفصاح الحالية. كما أنها تناقش خطة المراجعة المطروحة، وتقدم المبادئ التي يحتويها ميثاق الشفافية الذي أصدرته مبادرة الشفافية العالمية والذي نطالب البنك الدولي بالإلتزام به وما هي الخطوات التي تستطيع منظمات المجتمع المدني إتباعها لإحداث التغيير المرجو.
