أهلاً بكم مع العدد الرابع من "مؤسسات التمويل الدولية في الشرق الأوسط وشمال افريقيا" في 9 نوفمبر 2009. في هذا العدد، نسلط الضوء على القضية اليمنية الخاصة بإستمرار رفض البنك الدولي ترجمة وثيقة خاصة ببرنامج هام لمدة سنة ونصف حتى قامت مجموعات المجتمع المدني بتقديم شكواهم لهيئة التفتيش التابعة للبنك الدولي.

1. في بؤرة الضوء: قضية وثيقة البرنامج التابعة لليمن
في تاريخ 13 أبريل 2009، قام "المرصد اليمني لحقوق الإنسان" - إحدى منظمات المجتمع المدني في العاصمة اليمنية صنعاء- برفع الشكوى الأولى من الشرق الأوسط وشمال افريقيا، إلى هيئة التفتيش التابعة للبنك الدولي. وتعتبر هذه القضية تتويجاً لمسلسل الرفض الذي تتلقاه منظمات المجتمع المدني بخصوص ترجمة وثيقة مهمة من وثائق البنك. كما أن هذه الشكوى تقوم بتسليط الضوء على المشاكل المتعلقة بسياسة الترجمة والآليات الخاصة بتقديم الطلبات والإستئناف التابعة للبنك الدولي.
هذه المنظمة اليمنية قامت برفع شكواها لكي تقوم بمعالجة شؤون اليمنيين المعرضين للضرر الذي قد ينتج عن تنفيذ مشاريع تابعة للبنك الدولي وايضاً لكي تتأكد من أن البنك ملتزمً بكل السياسات والإجراءات العملياتية في كل مراحل التصميم والتنفيذ للمشاريع التابعة للبنك. في الوقت الحاضر، القضية هي في حالة الموراتوريوم لغاية تنفيذ الخطة العمل التي أبرزها إدارة الشرق الأوسط وشمال افريقيا التابعة للبنك الدولي.

بعد اللقاء الذي جمعه بالسيد روبرت زوليك، رئيس البنك الدولي، صرح السيد سيلفان شالوم، نائب رئيس وزراء إسرائيل للتنمية الإقليمية، بأن البنك الدولي قد وافق على تمويل برنامج توصيل مياه البحر الأحمر بمياه البحر الميت والذي يضم الأردن وفلسطين وإسرائيل. إلا أن مسئولي البنك الدولي قد أفادوا بأنهم لم يقوموا بتعهدات وبأن المشروع لا زال في مرحلة دراسة الجدوى.

إن المتأمل في طبيعة العلاقة بين سياسات المساعدات الفنية للبنك الدولى ومؤسسة التمويل الدولية من جهة، وطبيعة حافظة الإستثمارات الخاصة بمؤسسة التمويل الدولية من جهة إخرى، يلاحظ بان هذه العلاقة تثير الكثير من التساؤلات، خصوصاً فيما يتعلق بمسألة تضارب المصالح. ومما يزيد من الحيرة، هو أن سياسة الإفصاح الخاصة بمؤسسة التمويل الدولية مازالت مبهمة وغامضة نوعاً ما، مما يصّعب عملية الحصول على تفاصيل المشاريع والسياسات الخاصة بالمؤسسة.

كانت الورشة التي استمرت لثلاثة أيام ورشة عمل مثمرة، وقد تم تنظيمها في مدينة مراكش بالمملكة المغرب في نهاية شهر يوليو المنصرم من قبل كل من مركز معلومات البنك وهيئة التفتيش التابعة للبنك الدولي ومؤسسة التمويل الدولية ومكتب الوكالة الدولية لضمان الاستثمار.

دراسة خاصة صادرة عن مركز معلومات البنك: مجموعة البنك الدولي في الضفة الغربية وقطاع غزة
اصدر مركز معلومات البنك وثيقة يقدم فيها تحليلاً لمشاركة وانخراط مجموعة البنك الدولي في الضفة الغربية وقطاع غزة منذ اتفاقات أوسلو، وتشمل الاتجاهات الحديثة وتحليل للدور الذي يقوم به البنك كمنسق للمعونات الدولية. هدف الدراسة بالدرجة الأولى هو تزويد المجتمع المدني الفلسطيني بالمعرفة والأدوات اللازمة للانخراط في سياسات التنمية وأيضا ليكون قادراً على فهم كيفية ارتباط مجموعة البنك الدولي ببعض القضايا الرئيسية التي تؤثر في الأراضي الفلسطينية المحتلة ، ومن بينها الموارد المائية، البنية التحتية للمرافق العامة، والرعاية الصحية.

1. Spotlight: Yemen's Program Document case
On April 13, 2009, the Yemen Observatory for Human Rights (YOHR), a civil society organization based in Sana'a, submitted the first case to come out of the MENA region, to the World Bank's Inspection Panel. The case was a culmination of the Bank’s rejection of repeated requests by Yemeni civil society groups to translate a key World Bank document, highlighting chronic problems with the Bank’s policy on document translation as well as its requests and appeals mechanisms. The complaint aimed to address the concerns of Yemenis who may be affected by Bank projects and to ensure that the Bank adheres to its operational policies and procedures during design, preparation, and implementation phases of projects. The Inspection Panel case has temporarily been put to rest until the World Bank's MENA Management has implemented their "enhanced action plan" in an attempt to address the concerns raised by the case.

Egyptian NGO, Land Center for Human Rights, has filed an appeal on behalf of farmers in the Egyptian Delta, citing that the joint World Bank and Egyptian government 'West Delta project' violates the Egyptian constitution that should protect the rights of farmers, and not just the interests of wealthy investors.

After meeting with World Bank President, Robert Zoellick, Israel’s Deputy Prime Minister of Regional Development, Silvan Shalom, stated that the World Bank had agreed to fund the Red-Sea-Dead Sea Water Conveyance Program that involves Jordan, Palestine and Israel. However, Bank officials say that they have made no promises and that the project is still in the feasibility study phase.

BIC Country Study: The World Bank Group in the West Bank and Gaza
BIC has produced a document analyzing the World Bank Group's involvement in the West Bank and Gaza since the Oslo Accords, including recent trends and analyses of its aid coordination role. The study is primarily designed to provide Palestinian civil society with the knowledge and tools to engage in development policies but also to be able to understand how the World Bank Group may be connected to some key issues affecting the Occupied Palestinian Territories, such as water resources, public infrastructure, and healthcare.
