It’s a pleasure to share this edition of the BICECA Monthly Bulletin- October 2009. 

In this edition you will find “A Serious Crisis Should Never go to Waste: IDB Rush to Increase Capital Fails G-20 Stress Test”, a summary of an in-depth analysis of the IDB’s eligibility for a General Capital IncreaseThe reported $180 billion GCI request is the ninth and largest by far in the IDB’s fifty year history – more than four times any prior GCI.  The report by Vince McElhinny provides a scorecard of the IDB’s performance across six key areas and offers recommendations for reform before a recapitalization is approved.

BICECA Monthly Bulletin – Building Informed Civic Engagement for Conservation in the Amazon-Andes– a project of the Bank Information Center (BIC).  

By means of this bulletin, the BICECA project of the Bank Information Center brings you relevant, up-to-date news and information regarding the various policies and projects related to the South American Regional Infrastructure Integration Initiative (IIRSA).  This publication is written for a diverse audience of civil society organizations, indigenous groups, students, academics and other individuals and organizations that follow the policies and projects of the international finance institutions involved in the IIRSA initiative.

This bulletin is a civil society publication written for civil society whose contributors come from diverse fields and countries.  Featured authors are generally researchers that study and work on issues related to the IIRSA Integration Initiative.
