Paraguay

Approximately 26 IIRSA projects, including a number of trans-border projects, are slated for implementation in Paraguay. Together these projects require an estimated investment of $2.9 billion. Nearly all of them fall within 3 integration hubs: Capricorn, Central Interoceanic, and MERCOSUR-Chile. It is expected that a good many more projects would fall in the Paraguay-Paraná Waterway hub, if this hub ever really materializes. The majority of projects correspond to the transportation, ICT, and hydroelectric energy sectors.

Paraguay is similar to Bolivia in its landlocked geography and traditional isolation. Unlike Bolivia, however, its political centralism has all but guaranteed uncontested government support for IIRSA. Moreover, the period of relative political stability and moderate economic growth the country is enjoying under President Duarte Frutos (the latest in a long line of Colorado Party presidents) means that Paraguay’s support for the Initiative is likely to remain constant.
