      <description>This article is based on an investigation of the Puerto Suárez - Santa Cruz Bi-Oceanic Corridor conducted by a team of professionals from the Center of Applied Studies of Economic, Social and Cultural Rights (CEADESC) in Bolivia.  The investigation is centered on transparency policies applied in the management and development of mega-infrastructure projects within the IIRSA integration initiative in South America, and aims to ignite a debate between civil society and the various international actors that finance IIRSA.  The CEADESC study shows that this debate can only take place within a wider discussion about the interrelation between development policy, democracy and human rights given that each one of these dimensions is a condition for advancement of the others.

CSOs will present lessons learned and recommendations for more effective use of SEAs drawn from a decade of experience with high risk infrastructure projects. </description>
